随着改革开放的深入发展,民工跨地区流动的规模年年有所扩大,至1994年已达到2500万人。而每年春节前后,其中大部分民工按惯例要回家过年和亲人团聚,就得来回流动,势必给铁路运输造成难以承受的巨大负担。由于火车超负荷运载,自然也给民工往返家乡增添了极大的不便,往往是人挤人累死人,甚至造成各种事故。民工们苦不堪言,怨气满腹。
With the deepening of the reform and opening up, migrant workers across the region have expanded in size every year, reaching 25 million by 1994. Before and after the Spring Festival each year, most of the migrant workers, who, according to their usual practice, want to go home for the Chinese New Year and reunite their loved ones, have to flow back and forth and will inevitably have an unacceptable huge burden on railway transport. Due to the overloading of trains, it is also a great inconvenience to migrant workers to and from their hometown. Often, people are overwhelmed and even cause various accidents. Migrant workers are miserable, resentful.
