海河流域在河北、北京、山西的14个县(市、区)搞了15个小流域治理试点,经过10年治理,探索不同类型区的治理途径,初步建立综合防护体系模式。总结出在小流域治理中,注重实效,改革投资办法;综合治理,脱贫致富;抓住典型,加强宣传几方面主要经验。试点工作亟待解决,加强选点可行性研究,注意布局,规范化、标准化,示范推广等工作。展望2000年,要改进不足,运用新技术,加强基础工作,更好地探索适合海河流域不同类型区特点的治理模式,为流域山区经济的发展做贡献。
In the Haihe River Basin, 15 pilot counties of small watersheds were established in 14 counties (cities and districts) of Hebei, Beijing and Shanxi. After 10 years of governance, they explored the ways of harnessing different types of districts and initially established a comprehensive protection system model. Summed up in the management of small watershed, pay attention to results, reform of investment measures; comprehensive management, poverty alleviation; seize the typical, to strengthen the main experience of several aspects of publicity. Pilot work needs to be resolved urgently, to strengthen the feasibility study of selected points, pay attention to the layout, standardization, standardization, demonstration and promotion work. Looking forward to 2000, it is necessary to improve deficiencies, use new technologies, strengthen basic work and better explore governance models suitable for the characteristics of different types of zones in the Haihe River Basin so as to contribute to the economic development in the mountainous areas of the basin.
