海岸带环境保护执法对于区域甚至全国的经济和社会发展都至关重要,执法机制是否科学合理则决定着执法的成败。中国的海岸带环保执法机制还需进一步完善,通过与美国比较,发现中国执法机构分工和权责界限模糊、协调低效,手段乏力,监督途径不畅,不利于有效执法。美国的经验启示我国应优化机构设置以促进高效运转,强化执法手段以加大执法力度,拓宽监督渠道以提升执法效能。
Enforcement of laws and regulations on coastal zone environmental protection is of great importance to the economic development of the entire region and even the whole country. Whether the law enforcement mechanism is scientific or not determines the success or failure of law enforcement. China’s coastal zone law enforcement mechanism for environmental protection needs to be further improved. Compared with the United States, it is found that the law enforcement agencies in China have ambiguous boundaries of division of labor and responsibilities, ineffective coordination, weak means, poor supervision channels and are not conducive to effective law enforcement. The experience of the United States has revealed that our country should optimize its institutional setup to promote efficient operation, strengthen law enforcement measures so as to step up law enforcement and broaden channels of supervision in order to enhance law enforcement effectiveness.
