干部竞争考试(即公务员考试)有两种情况,一种是公务员录用考试,一种是公务员晋升考试,亦可统称为公务员考试录用制度。干部晋升考试,在西方叫公务员晋升考试,在我国古代叫“科举制”。从一般意义上讲,这种通过考试选拔政府官员的制度起源于中国的科举制。从现代意义上理解,这种制度则是伴随着近代西方产业革命而产生的西方文官制度的考任制。我国现行的公务员考试录用制度和干部管理工作
