经过30年改革开放,我国经济发展快速,特别是区域经济发展状况发生了巨大变化,目前已初步形成东部率先发展、中部崛起、西部大开发和东北老工业基地振兴的四大区域经济合作发展新局面,各区域之间的合作进程明显加快。但是在我国经济市场化、区域化快速发展的同时,由于政治体制改革的相对滞后,跨行政区划治理体制尚未同步建立,跨越行政区划界限的区际矛盾与冲突出现不断升级的势头。本文重点讨论区域经济治理问题中跨越行政区划问题。
After 30 years of reform and opening up, the rapid economic development of our country has undergone tremendous changes. In particular, the state of regional economy has undergone tremendous changes. At present, the four major regional economic cooperation and development projects featuring the pioneering development of the east, the rise of the central region, the large-scale development of the western region and the rejuvenation of the northeast old industrial base have been initially formed. As a result, the process of cooperation among all regions has accelerated noticeably. However, with the rapid marketization and regionalization of our economy, due to the relative lag of political system reform, the cross-administrative division governance system has not been established simultaneously. The conflicts and conflicts across the boundaries of administrative division have been escalating. This article focuses on the issue of cross-administrative divisions in the issue of regional economic governance.
