In recent years, remarkable achievements have been made in the development of agriculture and rural areas in our country. However, a series of problems brought by the over-exploitation of agricultural resources, the excessive use of agricultural inputs, over-exploitation of groundwater and the combination of external and internal pollution in agriculture have become increasingly prominent. The sustainable development of agriculture is facing major challenges . On the basis of solid investigation, careful analysis and repeated demonstration, the Ministry of Finance put forward a new strategy for the sustainable development of agriculture. Relevant research results have been absorbed into the “Decision” of the Third Plenary Session of the 18th CPC Central Committee and the No. 1 Document of the Central Government in 2014 and 2015 .
