党的十六届三中全会从战略和全局的高度,提出“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”。这一重要论断,创新了发展观念,丰富了发展内涵,拓展了发展思路,破解了发展难题,是一种全新的科学发展观。这一科学发展观是我们党用马克思主义世界观、方法论和时代要求、世界眼光审视发展问题,把握发展规律的最新成果;是我们党对社会主义市场经济条件下经济社会发展规律在认识上的重要升华。它包含了对发展经验教训的深刻总结,对世界发展趋势的深刻把握。树立和落实科学的发展观是贯彻落实“三个代表”重要思想的具体体现,科学发展观是全面建设小康社会的重要指导思想。
At the strategic and overall level, the Third Plenary Session of the 16th CPC Central Committee has proposed that “people-oriented adherence be taken, a comprehensive, coordinated and sustainable development concept should be established, and economic, social and people’s all-round development be promoted.” This important thesis has innovated the concept of development, enriched the connotation of development, expanded the development train of thought and solved the problem of development. This is a completely new concept of scientific development. This scientific concept of development is the latest result of our party’s grasping the law of development with Marxist world outlook, methodology and requirements of the times and the world’s vision; it is our party’s recognition of the law of economic and social development under the conditions of a socialist market economy sublimation. It contains a profound summary of the lessons of development and profoundly grasps the trend of world development. Establishing and implementing the scientific concept of development is the concrete embodiment of implementing the important thinking of the ’Three Represents.’ The scientific concept of development is an important guiding principle in building an overall well-to-do society.
