目前正提供越来越多的分布式ADP(自动数据处理)设备来帮助军事参谋人员完成其(C~2指挥和控制)任务。通信必须对这些ADP设备提供可靠的存取,同时还要能保持供作战决策用的分布式数据库的准确性和相互间的一致性。 建立公用的系统是很花钱的,尤其处在财政窘迫的时期,以建立专用通信设备来满足比较接近的用户集团较为有限要求的设想是很有诱惑力。然而种类繁多的这种专用设备将使得效率很低,并使得总的投资和运转费用增高。因此公用网络的设想仍旧是应该坚持的,不过,鉴于财政的紧张,在开始,网络应该小一点。网络的体系结构应能具有一定生命力以待改进,用户的数量应能扩展,新的服务项目应能增加,并与对不断演变的军事优先的现实判断以及可用的投资相适应。
Increasingly, distributed ADP (Automatic Data Processing) equipment is being provided to assist military staff officers in their tasks (C 2 Command and Control). Communications must provide reliable access to these ADP devices while maintaining the accuracy and mutual consistency of distributed databases for operational decision making. Establishing a public system is costly, especially in times of financial distress, and it is tempting to create a dedicated communications device that meets the more limited requirements of a closer user group. However, the wide variety of such specialized equipment will result in inefficiencies and increased total investment and operating costs. Therefore, the assumption of a public network should still be adhered to. However, due to fiscal constraints, the network should be smaller initially. The architecture of the network should have some vitality to be improved, the number of users should be expanded, new services should be added and adapted to realistic judgments of evolving military priorities and the available investments.
