公共管理研究需要阐述一些基本概念,这既是一门科学必须解决的起点,也是公共管理实际发展的现实要求,因为从这些基本概念中也可以看到现代社会建立公共管理的历史过程。事实上,公共管理正是因为公共利益的出现导致了公共社会不得不对公共物品和公共事物进行有效的管理,以实现社会经济福利最大化。
Public management research needs to explain some basic concepts.
