1963年8月,我省中南部地区发生了有记录以来的特大洪水,漳卫南运河、子牙河、大清河三大河系洪水来势迅猛。面对这突如其来的洪水,我省广大军民在省委、省政府的领导指挥下,为拯救家园,不屈不挠奋力抗洪,取得了巨大胜利。党中央、国务院对我省遭遇的特大洪水和抗洪斗争非常关心和重视,毛主席在当年11月17日为我省抗洪抢险斗争展览奋笔题词“一定要根治海河”。
In August 1963, a flood occurred since the record was recorded in the central south of our province. The floods of the Zhangweinan Canal, Ziya River and Daqing River are swift and violent. Faced with this sudden flood, vast numbers of military and civilian people in our province, under the leadership of the provincial party committee and government, have made great victories to save their homeland and persevere in their fight against floods. The Central Party Committee and the State Council are very concerned about and pay great attention to the extraordinary floods and the fight against floods in our province. On November 17 of that year, Chairman Mao inscribed an inscription entitled “The Haihe River must be ruled out” for the exhibition on flood fighting and rescue in our province.
