十六届五中全会提出:“十一五”时期 必须保持经济平稳较快发展．必须加快转 变经济增长方式,必须提高自主创新能力, 必须促进城乡区域协调发展,必须加强和 谐社会建设,必须不断深化改革开放。这 “六个必须”是全面贯彻落实科学发展观的 基本要求,也为与时俱进地做好民政工作 创造了契机。在推进和谐社会建设中,民政 工作如何发挥更大作用,笔者谈三点意见。
The Fifth Plenary Session of the 16th CPC Central Committee proposed: The economy must maintain steady and rapid economic growth during the 11th Five-year Plan period. We must expedite the transformation of the mode of economic growth, we must improve the capability of independent innovation, and must promote the coordinated development of urban and rural areas. We must strengthen the building of a harmonious society and must continue to deepen the reform and opening up. These “six musts” are the basic requirements for the comprehensive implementation of the scientific concept of development and create an opportunity for doing a good job in civil affairs with the times. In promoting the building of a harmonious society, how civil affairs work to play a greater role, the author talked about three opinions.
