缔结协定是制定国际约定的常用方式。协定的形式经常使人对它的存在不致发生争执。订立合同的习惯、国家平等原则和由此原则引出来的对等原则,使得几乎一使用订协定的办法人们就承认了该协定的拘束力。
The conclusion of an agreement is a common way of formulating an international agreement. The form of an agreement often leaves no dispute about its existence. The practice of contract formation, the principle of equality of nations and the principle of reciprocity derived from this principle led to the recognition of the binding nature of the agreement by almost one of the parties to the scheme.
