建立政府信息公开制度是当代践行民主法治国家的理性选择。政府信息公开制度与宪政中的民主法治理念具有天然的契合性。该制度的建立必须依托于民主法治的理念,在民主法治的维度内展开。我国《政府信息公开条例》的出台对于保障公民知情权、打造法治政府具有积极意义,但在贯彻民主法治理念方面仍需进一步完善。
Establishing a system of government information openness is the rational choice of practicing the democratic rule of law in our country. The system of government information disclosure has the natural fit with the concept of democracy and law in constitutional government. The establishment of this system must rely on the concept of democracy and the rule of law and expand within the dimension of democracy and the rule of law. The promulgation of the “Regulations on the Disclosure of Government Information” in our country is of positive significance for safeguarding citizens’ right to know and for building a government ruled by law. However, it still needs to be further perfected in implementing the concept of democratic rule of law.
