技术创新是企业在知识经济时代面临的现实选择，是企业生存与发展的基本前提，也是企业可持续发展的基础。如果一个企业缺乏技术创新意识，缺乏拥有自主知识产权的发明，则很难赢得长久立于不败之地的竞争优势。在我国即将加入WTO之际，我们的企业必须抓住科技进步和社会发展的机遇。借鉴国际上通行的做法，把握时机，创造机会，在生存中去创新，在创新中求发展。2001年6月19日，兰州市委、市政府隆重召开全市技术创新大会，总结过去，面向未来，提出了新时期加快兰州技术创新工程，促进科技成果转化和高新技术产业发展及振兴兰州经济的目标。在这次大会上，市政府还对多年来为兰州的科技事业作出突出贡献的14名科技工作者授予了“优秀科技工作者”的称号；并命名了32个单位为“兰州市技术创新示范单位”。振兴兰州，建设兰州，离不开科技先行和技术创新。在这里，我们呼唤人才辈出，群星灿烂，经济腾飞的大好局面的呈现，并借此向光荣的科技工作者和技术创新示范单位致敬！

As our country is about to join the WTO, our enterprises must seize the opportunities of scientific and technological progress and social development. Learn from the international practice, seize the opportunity to create opportunities to survive in innovation, innovation and development. On June 19, 2001, Lanzhou municipal party committee and municipal government solemnly held the city's technology innovation conference, summarized the past and the future and put forward the goal of accelerating Lanzhou's technological innovation project, promoting the transformation of scientific and technological achievements and the development of high-tech industries and rejuvenating Lanzhou's economy in the new era . At this conference, the municipal government also awarded the title of “outstanding scientists and technologists” to 14 scientific and technological workers who made outstanding contributions to the scientific and technological undertakings of Lanzhou over the years; and named 32 units as “the demonstration of technological innovation in Lanzhou unit”.
