随着企业改革的深化、科学技术的进步和经济结构的调整,失业和再就业这个跨世纪的难题已日益严峻地摆在我们面前。认真分析下岗职工再就业的思想障碍,树立正确的就业观念,对再就业工程的有效推进具有不容忽视的积极意义。 一、下岗职工再就业的主要思想障碍 笔者认为,目前妨碍下岗职工再就业的思想障碍至少可以分为以下三类: 第一类属过低估计再就业难度的观念。这类观念主要受传统就业模式影响,缺乏对严峻就业形势的客观分析,因而显得与深化改革的要求很难合拍。主要包括: 1.“等、靠、要”观念。在高度集中的计划经济体制下,我国劳动就业采取了由政府包下来的政策,企业还实行了一包到底的保险福利制度,使职工产生了严重的依附、依赖心理。下岗失业后,相当一部分职工这种心理并未完全改变,因而不是积极主动地竞争上岗,而是寄希望于政府来给自己解决问题,因而对再就业徘徊观
With the deepening of the reform of enterprises, the progress of science and technology and the adjustment of economic structure, the cross-century problem of unemployment and reemployment has become increasingly serious before us. A careful analysis of the ideological barriers to the reemployment of laid-off workers and the establishment of a correct concept of employment have positive implications for the effective promotion of reemployment projects. I. The main ideological barriers to the re-employment of laid-off workers The author believes that the current ideological obstacles that hinder the re-employment of laid-off workers can be divided into at least the following three categories: The first category is too underestimated the concept of re-employment. Such concepts are mainly affected by the traditional employment patterns, lack of an objective analysis of the severe employment situation, and therefore appear to be difficult to deepen reform requirements. Mainly include: 1. “And so on, by, want” concept. Under a highly centralized planned economy, China’s employment system adopted a policy that was subsided by the government. The enterprises also implemented a package of insurance and benefits system in the end, giving employees a serious attachment and reliance on psychology. After the laid-off, a considerable part of the workers did not completely change their mentality, so they did not actively compete for posts, but placed their hopes on the government to solve their own problems and thus re-employment hovering outlook
