2014年8月20日,南京市政府出台的法规性文件《南京市信息通信基础设施建设管理办法》正式施行。据通信行业人士的权威解读,该办法包含了多项积极推进地方通信基础设施建设的条文,将有利于通信运营商加快推进通信基础设施建设。该办法的出台,是中国移动江苏公司南京分公司(以下简称南京移动)联合各家运营商长期推动通信基础设施规范化建设的努力成果,也是整合政府资源、积极沟通协调的智慧结晶。这不仅在江苏开了先河,也为其他省市运营商破解通信基础设施建设难题提供了有益的思考与借鉴。
August 20, 2014, the Nanjing Municipal Government issued a regulatory document “Nanjing Information and Communication Infrastructure Construction Management Measures” came into effect. According to the interpretation of the authority of the people in the communications industry, this measure contains a number of provisions that actively promote the construction of local communications infrastructure, which will be conducive to accelerating the construction of communications infrastructure by telecommunications operators. The promulgation of this measure is the result of the efforts made by Nanjing Branch of China Mobile Jiangsu Branch jointly with various operators in promoting the standardization of communications infrastructure for a long time and the wisdom of integrating government resources and actively communicating and coordinating with each other. This not only opened a precedent in Jiangsu, but also provided beneficial reference and reference for other provinces and cities operators to crack the communication infrastructure construction problems.
