民主集中制作为党和国家的根本制度,不仅党的各级领导班子要带头执行,党的各级组织和全体党员都要坚决执行,不仅党内要坚持民主集中制,各级政权组织、行政组织、群团组织、经济组织也要自觉按民主集中制原则办事。因此,孤立地抓党的领导班子的民主集中制建设远远不够,还必须配套进行。以党的领导机关的模范行动带动全党,以党内民主推动国家民主,逐步在全党全国范围内开创又有集中又有民主,又有纪律又有自由,又有统一意志又有个人心情舒畅、生动活泼的政治局面。开创这种政治局面需要做各方面长期艰苦努力,从制度建设方面考虑,当前要着重做好以下几个方面的工作。
