通过政府购买的方式为青少年体育教育和体育锻炼提供服务是体育治理的内容,也是青少年身心全面发展必不可少的途径。采用文献资料法在综合分析国外青少年体育公共服务的基础上,对国家治理视角下地方政府购买青少年体育公共服务的路径探索研究,能够为新时期我国学校体育改革和青少年体育公共服务提供指导。国外发达国家均是由政府出台强有力的执行手段来保障青少年体育公共服务政策的执行,将青少年体育公共服务放到国家治理的战略地位,促使青少年体育公共服务迅速发展。河南省地方政府应尽快通过:1)出台政府购买青少年体育公共服务的政策法规;2)整合各类社会体育资源,使其发挥协同作用;3)构建由政府出资,高校提供服务的青少年体育公共服务体系;4)通过网络平台,构建青少年体育公共服务校内校外一体化模式等路径为青少年提供丰富的高质量的体育公共服务。
It is the content of sports management to provide services for adolescent physical education and physical exercise through government purchase. Based on the comprehensive analysis of foreign youth sports public services, the author explores the path of local government purchasing youth public services from the perspective of state governance, which can provide guidance for the reform of school physical education and youth public services in our country in the new era. Developed countries in foreign countries are all introduced by the government a powerful means of implementation to ensure the implementation of youth sports public service policy, the youth sports public service into a strategic position of state governance, to promote the rapid development of youth sports public services. The local government of Henan Province should adopt as soon as possible: 1) the introduction of government policies and regulations on the purchase of sports public services for young people; 2) the integration of various types of social sports resources to make them play a synergistic role; and 3) the construction of a public sports and youth service funded by the government and colleges and universities Service system; 4) through the network platform to build adolescents sports public service school campus integration model for young people to provide rich high-quality sports public services.
