“两栖”农牧民党员干部群众随着农业产业化、城镇化进程的加快而不断增加,对“两栖”人群的教育管理服务既是难点问题,也是加强城乡基层党建资源整合共享的新问题,还是加快城乡一体化进程中必须解决的重要问题。为了完善“两栖”党员干部群众教育管理服务工作,加强基层党组织建设的带动、示范、引领作用,调研小组选取典型,以新疆塔城地区和布克赛尔蒙古自治县的实践为例,认为需要做好牢固树立“党建最大政绩观”的意识;严格责任落实,加大奖惩力度;加大投入力度,充实工作力量;完善服务载体,加强服务管理以及利用信息平台,方便服务群众五个方面的工作。
