交运发[2014]236号各省、自治区、直辖市、新疆生产建设兵团及计划单列市、经济特区交通运输厅(局、委):为指导各地科学编制城市公共交通规划,根据《国务院关于城市优先发展公共交通的指导意见》(国发[2012]64号)精神,我部组织编制了《城市公共交通规划编制指南》(以下简称《指南》)。
