2013年的全国人民代表大会上对国家政府机构再次进行了撤并,本文通过对改革开放以来我国进行的六次政府机构改革的特征与规律的总结分析,探讨当前大部制改革的条件和逻辑。认为遵循循序渐进的改革步伐,以政府机构职能转变和更好地履行政府职能为线索,政府机构改革与行政体制改革和政治体制改革配套是构建大部制的逻辑和路径。
In 2013, the National People’s Congress once again reorganized the government agencies. By analyzing and summarizing the characteristics and laws of the six government agencies in our country since the reform and opening up, this paper explores the conditions and logic of the current reform of most departments . It is believed that following the step by step reform step by step, with the transformation of the functions of government agencies and the better fulfillment of the functions of the government, the reform of the government agencies, the reform of the administrative system and the reform of the political system constitute the logic and path for building the major system.
