软交换技术的基本设计思想是创建一个可扩展的,分布式的软件系统,它独立于特定的底层硬件系统/操作系统,并能够处理各种各样的通信协议。目前通常意义上的软交换技术是指以软交换设备为呼叫控制核心,基于分组传送的通信技术。软交换技术的网络结构、软交换的具体设备及其功能提供话音、数据、视频业务和多媒体融合业务,满足通信个性化、移动化和随时随地获取信息的发展目标。
