在社会主义民主政治发展中有两个重要的概念,它们是法治和民主。它们既有不同的含义,也有关联性。民主和法治是基层政治发展的两个轮子,缺一不可。在我国现阶段,对农村基层民主的研究受很多学者的关注,建设社会主义新农村的历史背景下,研究以法治为基础的农村基层民主很有必要。
There are two important concepts in the development of socialist democracy. They are the rule of law and democracy. They have different meanings as well as relevance. Democracy and the rule of law are the two wheels of grassroots political development, both indispensable. At the present stage of our country, the study of grassroots democracy in rural areas has drawn the attention of many scholars. Under the historical background of building a new socialist countryside, it is necessary to study grassroots democracy in rural areas based on the rule of law.
