党的十三届五中全会指出,治理整顿必须抓住四个重要环节,其中之一,就是“继续压缩社会总需求,坚持执行紧缩财政和信贷的方针,解决好国民收入超额分配的问题,下决心过几年紧日子”。现对如何落实这一任务,谈几点认识: 第一,必须从思想上解决好以下几个问题:一是大力增强纪律观念、全局观念,认真执行党和国家的路线、方针、政策,从全局出发做到令行禁止。而不是“上有政策,下有对策,”片面追求局部、小团体和个人利益;二是统一治理整顿与改革的思想认识,三是一切从实际出发,按客观规律办事,四是提倡艰苦创业精神,把中央关于“过几年紧日子”的要求,真正落实到思想和行动上,而不是停留在文字、口头
