农民工通常是指常年或大部分时间在城市企业劳动但户籍仍在农村的一个社会群体。目前农民工医疗供需矛盾突出,同医疗保障制度设计的广覆盖性和公平性不相符,严重影响社会稳定。将农民工纳入医疗保险体系都将是一个长期复杂的过程,面对农民工日益迫切的医疗需求,当务之急就是为其建立医疗保障的最后一道防线,即建立医疗救助制度。
Migrant workers usually refer to a social group who work in urban enterprises all year round or most of the time but still have a household registration in rural areas. At present, the contradiction between supply and demand of medical care for migrant workers is outstanding, which is inconsistent with the wide coverage and fairness of the design of the medical insurance system and seriously affecting social stability. The inclusion of migrant workers in the medical insurance system will be a long and complex process. In the face of the increasingly urgent medical needs of migrant workers, the immediate priority is to establish the last line of defense for medical insurance, that is, establish a medical aid system.
