“能源”,这是国家谋求可持续发展要探讨的永恒话题。中国科学院最新出版的《高技术发展报告》,以能源技术为主题,着重介绍能源技术新进展、高技术与社会等人们普遍关注的重大问题,提出促进中国高技术与产业发展的思路和政策建议。到2025年,全球能源消耗量将比2001年增长54%。其中,工业国家的能源消费将以平均每年1.2%的速度增长。而包括中国和印度在内的亚洲发展中国家的能源需求比目前增加一倍,占全球能源增长量的40%和发展中国家增长量的70%。能源成为制约各国经济发展的瓶颈,发展能源安全使用技术、提高能源利用率技术以及新能源技术也随之成为世界各国关心的问题。伴随着中国经济的高速发展,能源紧缺也成为目前限制经济发展的重要障碍之一。我国的经济方针也将循环经济的发展理念贯穿到区域经济发展、城乡建设和产品生产中,使资源得到最有效的利用。但不可再生资源的快速消耗在所难免,新能源产业受到前所未有的高度关注,正是基于如此的能源现状,随着《京都议定书》的签定、《可再生能源法》的出台,《国家中长期科技和技术发展规划纲要》将能源产业确定在“亟待科技提供支撑”的重点领域的首位。
