遵照《国务院批转国家六部委关于加快发展散装水泥意见的通知》要求,黑龙江省在贯彻落实过程中采取了一系列有效措施,使我省散装水泥运输有了很大发展。散装水泥运输中,铁路承担的运量占很大比重。为进一步提高散装水泥铁路运输的效率,使我省散装水泥运输以更快的速度发展、特制定本办法。第一章总则第一条散装水泥专用罐车是属铁道部产权的水泥专用运输工具,有关单位都必须紧密配合,不断提高散装水泥罐车的运输效率,使其在发展我省散装水泥事业中发挥积极作用。第二章组织机构第二条成立散装水泥铁路运输领导组。成员有:组长由哈尔滨铁路局主管运输副局长兼任,其他成员有路局运输处处长,货运处处长、车辆处处长、路局自备车运输中心副总经理,省散装办副主任和散装办另派人参加。领导组职责:审批散装水泥年度运输计划;定期组织工作总结会议;决定散装水泥运输的重大事宜,贯彻有关方针、政策。第三条领导组下设散装水泥铁路运输管理室,管理室主任由铁路局运输处处长兼。副主任两人,由省散装办指定人员和路局自备车运输中心副总经理兼任。其他人员由路局运输处派人参加。
