在已过去的30多年里,中国社会的一贯主题就是社会改革。持续不断的改革在使中国发生翻天覆地的变化的同时,也让人们开始相信“计划不如变化”。晚近,这场风云开阖的社会改革又处于一个前所未有的关键时期,即深改时期。这样一场深改运动,虽然在时下我们未必明确其是否有助于达至“无知之幕”①之结果,并且还未必可断言它可具有与十一届三中全会一样的意义,但如果其能充分实现其预定目标,那么我国宪法势必深受影响,并需随之而作因应式的发展。
In the past 30 years or so, the consistent theme of Chinese society is social reform. Continuous reform will not only make China undergo tremendous changes, but also let people begin to believe that “the plan is inferior to change.” Recently, the social reform that opened the door to the storm was at an unprecedented crucial period, that is, the period of the deepening reform. Although such a deepening reform may not be clear at this moment in time whether it helps to reach the result of “a curtain of ignorance,” and that it is not yet certain that it can have the same meaning as the Third Plenary Session of the Eleventh Central Committee, However, if it can fully realize its intended goal, the constitution of our country will certainly be deeply affected and its follow-up needs to be followed.
