最近,我们带着引进“活件”(专家)的效益究竟好不好这个问题,实地调查了省外办的一些引智项目和走访了省外力、主任游碧竹。在调查中我们了解到,近年来省外办每年引进外国专家2000余名,其中经济类专家1500名,引智项目85个,产生了非常明显的经济效益和社会效益。湖南外办的引智实践表明:引进“软件”、“硬件”固然重要,但引进“活件”更加重要。
Recently, with the question of whether the benefits of introducing “living parts” (specialists) are good or bad, we investigated some of the provincial-level outsourcing projects and visited the provincial foreign forces and the director You Bi Bamboo. In the survey, we learned that in recent years, the provincial foreign affairs office has introduced more than 2,000 foreign experts each year, including 1,500 economic experts and 85 introduction projects, resulting in very obvious economic and social benefits. The introduction of “software” and “hardware” by Hunan Foreign Affairs Office shows that although the introduction of “hardware” is important, the introduction of “living parts” is even more important.
