国际残疾人年(1981)岁末,英国卫生及社会保障部在英国前首相霍姆主持下,在利兹堡召集了一次有著名的科学家、医师、卫生行政人员及政治家参加的国标性会议。会议主题是如何采取切实措施预防使人类总数的十分之一受害的残疾。到会成员一致建议应采取立即行动把国际残疫人年所激发的群众关注有效地贯彻下去。一.残疾给人类带来痛苦,挫折,造成悲剧。而且残疾人数众多。当前金世界残疾人的总数估计有四亿五千万。其中三分之一为儿童,五分之四生活在发展中国家。而人口的增长,老年人比例的增加则必将使残疾问题更为突出。如果现在不立即采取果断行动,到本世纪末,残疾人总数将增加一倍。
At the end of the International Year of Disabled Persons (1981), under the auspices of the former Prime Minister of the United Kingdom, Home Minister of Health and Social Security, the British Ministry of Health and Social Security convened a national standard conference in Letzig with famous scientists, physicians, health administrators and politicians. The theme of the conference is how to take practical measures to prevent disability that harms one-tenth of the total number of humans. The members at the meeting unanimously suggested that immediate action should be taken to effectively implement the people’s concerns that have been motivated by the International Epidemics Year. 1. Disability brings human suffering, setbacks and tragedies. And there are many people with disabilities. The current total number of people with disabilities in the Golden World is estimated to be 450 million. One third of them are children and four-fifths live in developing countries. The increase in population and the increase in the proportion of the elderly will surely make the issue of disability more prominent. If no immediate action is taken immediately, by the end of this century, the total number of people with disabilities will double.
