为了充分发挥市场在资源配置中的决定性作用,增强市场经济的活力,以习总书记为核心的党中央做出了重要决策,即简政放权。简政放权是全面深化改革的重要内容,是创新社会治理体制的关键方面,党的中央领导集体对此高度重视。简政放权既有利于增强市场的生机和活跃度,进一步促进供给侧的结构性改革,也有利于提高地方政府的行政效率,使政府工作的运行更加高效便捷,增强政府权威和公信力,有利于人民满意政府的建设。本文就首先阐释了简政放权的涵义,透辟的分析了促进简政放权的动力源,并根据政府行政改革的现状和目前的国情,理性地提出了简政放权的着力点和主要路径。希望为全面深化改革目标的实现提供一定程度上的理论借鉴。
In order to give full play to the decisive role played by the market in resource allocation and enhance the vitality of the market economy, the Central Party Committee with Xi as the core secretary made important decisions, namely, the simplification of power and decentralization. The simplification of government and decentralization is an important part of deepening the overall reform and a key aspect of innovation in the system of social governance. The CPC Central Committee’s leadership attaches great importance to this. The decentralization of power not only helps enhance the vitality and activity of the market, further promote structural reforms on the supply side, but also help to improve the administrative efficiency of local governments, make government operations more efficient and convenient, and enhance the authority and credibility of the government. The people are satisfied with the construction of the government. This paper firstly explains the connotation of the power of decentralization and simplifies the motive power of promoting the power of decentralization. According to the status quo of government administrative reform and the current national conditions, it puts forward the focal point and the main path of the power and decentralization rationally. Hope to provide a certain degree of theoretical reference for the full implementation of the reform goals.
