在用电稽查的过程中,常碰到一些窃电户与稽查人员纠缠.他们或是借助吵闹破坏窃电现场,或是藏匿窃电工具,使稽查人员无法获取证据,甚至还有的伪装成遭受冤枉,反咬供电部门一口.此时稽查人员如果忽视事前录取相关证据,在法律面前就不能拿出有力证据,最终只能不了了之,既惩办不了窃电者,也给国家的财产造成了损失.
