On August 31, 2001, the “Law of the People’s Republic of China on Prevention and Control of Sand and Desertification” (hereinafter referred to as the “Sand Prevention and Control of Desertification Law”) passed at the 23rd meeting of the Ninth NPC deliberated and passed on January 1, 2002 . The promulgation of this law
