党的十八届三中全会对深入推进城乡发展一体化建设作出了重要战略部署,明确指出城乡二元结构是制约城乡发展一体化的主要障碍。近年我国政府将工作重心更多倾向于注重保障和改善民生,但城乡基本公共服务结构性矛盾还比较突出。实现统筹城乡一体发展战略还需要加快建立和完善城乡融合与一体化发展基本公共服务均等化体制机制。
The Third Plenary Session of the 18th CPC Central Committee has made an important strategic plan for furthering the integration of urban and rural development and clearly pointed out that the dual structure of urban and rural areas is a major obstacle to the integration of urban and rural development. In recent years, the government of our country has tended to pay more attention to guaranteeing and improving people’s livelihood, but the structural contradictions of basic public services in urban and rural areas are still quite prominent. To realize the integrated development strategy of urban and rural areas, we need to speed up the establishment and improvement of an equalized institutional mechanism for the integration of urban and rural areas and the development of basic public services.
