城乡关系表现为城市与乡村在一定程度下的普遍联系与相互制约,在一定的社会条件下,二者在政治、经济、阶级、文化等方面相互影响和促进。中国是高达8亿多人的农业大国,城乡关系是我国社会主义国情下经济关系中最为重要的依托,城乡关系是否和谐稳定,直接影响我国经济的平衡发展以及和谐社会的构建。目前,我国正在大力发展新农村建设,其中尤为重视小城镇的总体规划,而我国城乡目前的两极差异化还没有根本解决,实现小城镇总体规划的制度性矛盾依然存在,城乡关系若想走向协调发展,小城镇作为连接城市与乡村的纽带,那么小城镇的总体规划显得尤为重要。本文就我国现阶段的城乡关系作出解析,并分析我国小城镇总体规划过程中存在哪些问题,以及对存在问题进行深入探讨。

The institutional conflicts in realizing the overall planning of the towns still exist. If the urban-rural relations are to be coordinated Development, small towns as a link between the city and the countryside, then the overall planning of small towns is particularly important. This article analyzes the current urban-rural relationship in our country and analyzes what problems exist in the overall planning of small towns in our country and the existing problems.
