我省农村建立户口登记制度工作于五月中旬普遍开展,七月初基本结束。全部工作是根据第二次全国民政会议决议精神及内务部户口登记暂行办法(草案)的规定进行的。工作开始前,我们先在大仁县马家小村乡进行了典型试办之后,根据我省农村实际情况,汇总各地经验,制定了山西省建立户口登记制度工作实施方案和宣传提纲,编印了户口登记工作手册,印发了户口簿和各种户口登记册、统计表报等,并遵照省人民委员会指示,在省第五次民政会议上进行了学习、讨论,介绍了工作经验,作了专门的统一布置,使建立户口登记制度工作在思想认识上,工作步调上,统计方法上取得了一致。
The work of establishing a household registration system in rural areas of our province was generally carried out in mid-May and basically ended in early July. All work was carried out in accordance with the spirit of the resolution of the Second National Civil Affairs Conference and the Interim Measures for the Administration of Account Registration of the Ministry of Internal Affairs (Draft). Before the start of the work, after conducting a typical pilot project in Majia Village and Township, Dairen County, we summarized the experiences of all localities based on the actual conditions in rural areas in our province and formulated the implementation plan and propaganda outline for establishing the registration system in Shanxi Province. Registered a workbook, issued a household registration book and register of various accounts, statistical reports and so on, and in accordance with the instructions of the provincial people’s committee at the Fifth Civil Affairs Conference held in the province to study, discuss and introduce the work experience, made a special Uniform layout, so that the establishment of an account registration system in the ideological understanding, work pace, the statistical methods have been consistent.
