This year marks the final year of our ninth five-year plan. The Ninth Five-year Plan clearly states that “we will expand the level of opening up to the outside world and raise the level of opening to the outside world to actively and reasonably utilize foreign investment.” Guided by this general guideline, our country, through appropriate adjustments and corresponding policies, has perfected the relevant laws and regulations, continuously strengthened the construction of infrastructure and made the work of using foreign funds not only in terms of scale, structure and efficiency
