进入21世纪前后,影响我国国防经济的四个基础性因素呈现出新的特点,由此带来我国国防经济领域一系列重大变化:工业社会向信息社会的过渡改变着国防经济的物质技术基础;计划经济向市场经济的转变引起了国防经济运行机制的变革;多极化趋势替代冷战格局产生了新的国防经济发展战略;我国从和平发展轨道向军事斗争准备轨道的转变对国防经济造成全面影响。这些变化不仅影响到国家的防务、技术、工业等方面的战略和政策,也在呼唤国防经济理论观点和学科体系的创新。
Since the 21st century, the four basic factors that affect our national defense economy have shown new characteristics. This has brought about a series of major changes in our national defense economy. The transition from an industrial society to an information society has changed the material and technological basis of the national defense economy. The transition from a planned economy to a market economy has brought about the transformation of the national defense economic operation mechanism; the trend of multipolarization replacing the cold war has created a new strategy for national defense economic development; and the transition of our country from a peaceful development track to a military struggle preparation track has an overall impact on the national defense economy . These changes not only affect the strategies and policies of the country in defense, technology and industry, but also call for the theoretical and theoretical innovation of the national defense economy and the innovation of the disciplinary system.
