卢梭人民主权理论的现实诉求——直接民主制的实践,主要表现在人民直接制定并修改法律,立法权属于人民,人民选举政府,任命官吏,人民固定、按期举行集会并表决公共事务。本文通过对卢梭人民主权理论及其现实诉求的分析,指出随着公民素质的提高与社会的发展,人民主权的理念不断深入人心,直接民主制的比重会不断提升。
The actual demand of Rousseau’s theory of popular sovereignty - the practice of direct democracy mainly manifests itself in the direct formulation and revision of laws by the people. The legislative power belongs to the people, the people elect the government, the officials are appointed, and the people hold regular assemblies and hold regular public affairs meetings. Based on the analysis of Rousseau ’s theory of popular sovereignty and its realistic demands, this paper points out that with the improvement of citizens’ quality and the development of society, the concept of popular sovereignty continues to deepen popular support and the proportion of direct democracy will continue to rise.
