In June 1996, an official Namibian delegation arrived in Botswana informing the government that they were to propose a plan to build a diversion pipeline from the Ochooga River to central Windhoek and Namibia. Continued droughts in the region have led to water shortages and the need for water from the Ochoolamud River should there be insufficient precipitation in the next two rains. This must have brought a panic to the Botswanan government. Only two years ago they agreed to establish a joint OKCOMO with Namibia and Angola to reach an understanding that the planned water use of the river should be discussed within OKACOM and agreed to by all three members . The paradigm agreement immediately became a dead letter in dealing with the very natural condition of the project. It will take a year to build a 250-km long diversion line
