人民民主建政,是组织人民国家的基本工作。这一工作的具体事务,级级人民政府都委托民政部门来做。因此本会议以此为主要议题。我的报告是想把一年多以来全国各地的建政工作,做一概略的阐述一年来各地区召开人民代表会议的情况随着革命战斗在全国的胜利,召开各级各界人民代表会议,已成为全国性的运动。截止今天止,全国五个大行政区、一个自治区(内蒙)中,东北已召开了大行政区的人民代表会议,选出了东北人民政府。全国二十八省《不包括台湾、西藏,九个相当于省的行政区中,已召开省各界人民代表会议并代行省人民代表大会职权的有山东、山西、河南
