公共政策负排斥具有多向度、动态性、相对性、能动性等特征。公共政策负排斥可分为五种类型:(1)以政策过程来划分,可分决策中的负排斥、政策执行(或再决策)中的负排斥、政策评估中的负排斥、政策终结中的负排斥等;(2)以排斥动机来划分,可分自觉型政策负排斥与不自觉型政策负排斥;(3)以影响方式来划分,可分为显性政策负排斥与隐性政策负排斥;(4)从排斥结果来划分,可分为政治性政策负排斥、经济性政策负排斥、文化性政策负排斥和社会性政策负排斥等;(5)以排斥机理或排斥方式来划分,可分为政治主导型政策负排斥、经济主导型政策负排斥、社会主导型政策负排斥等。公共政策负排斥的特征显示的是公共政策负排斥的形成过程及其形成机理的本质。对公共政策负排斥的类型进行科学的界分是进一步开展公共政策负排斥防范与治理的基础。
