在工业化和现代化进程中,为发挥收入再分配的功能,拉美国家在税收、教育、社会开支、社会改革、社会保障、社会救助、慈善事业等方面制定了多项政策,但政策的分层化、排斥性、非公正性和局限性,影响了收入再分配功能的发挥。拉美国家的收入再分配形势一直呈现恶化的趋势,已经成为世界上收入再分配最不公平的地区。
