中原油田做为特大型石油联合企业,拥有职工9万多人,近几年来,随着油气资源的减少,开发难度加大,直接影响到企业的生存和发展。为走出困境,中原油田进行了大力度的改革,并取得了初步成效,使得体制更加灵活,运行机制更加有效,企业管理更具有自己的特色,但各项管理基础工作亟待强化。如何强化?以什么为突破口来带动各项基础工作呢?我们认为,ISO 9000族标准的宣贯是最佳的选择。因为ISO 9000族标准是建立科学、规范的质量体系,强化各项管理的有效途径,其强调过程控制的思想、预防为主的思想、实施文件化质量体系的思想、持续质量改进的思想、满足顾客需要的思
