目前秸秆禁烧是政府环保责任的一项重要工作目标,各地政府部门多采用“领导一手抓、全员齐参加、昼夜全监管”的方法进行监督管理,虽有一定成效,但仍存在着“污染隐患未根除、结果难如人心愿”的问题。当前迫切需要找到削减秸秆存量、能产生经济效益、使农业生产不受影响、农民得到实惠的最佳方法,从而取得长远的社会效益,创造和谐社会。秸秆有效的综合利用将是秸杆禁烧的根本出路。
