由于大量无痕迹、瞬时性违章行为的存在,导致依靠安全检查以及违章行为产生后对行为人进行惩罚,难以实现对违章行为的控制。陈四楼煤矿在积极管理理念的引导下,构建了以积极安全自主管理、基层团队管理、制度环境及激励管理为主要内容的安全管理体系,从触发员工对企业的归属感和对安全工作责任感的角度,促使员工自觉实施安全行为,加强了对不安全行为的前馈控制效果。
Due to the existence of a large number of non-trace and instantaneous violations, it is difficult to control the violator because of punishing the perpetrator after the security inspection and the violation of regulations.
