在计划经济向社会主义市场经济转轨的过程中,县委书记怎样当好“班长”,依靠和团结县委“一班人”,带领群众致富奔小康,这是一个值得认真研究的问题。我在实践中深深体会到,当“班长”要做到以下几点。 要总揽不要包揽。县委书记既要全面掌握情况,总揽工作全局,抓大事,抓中心,抓重点、难点和薄弱环节;又不要事无巨细,包揽一切事务,甚至包揽副职分管的工作。只有这样,才能紧紧把握工作重点,牢牢掌握工作的主动权。我在实践中体会到,作为“班长”。要做到总揽不包揽,就要把握好以下3点:一是要坚持深入调查研究,全面掌握情况,做到心中有
