The year 2000 marks the decisive year for the Central Government to put forward the “three goals and two goals” for the reform of state-owned enterprises. According to the spirit of the Fourth Plenary Session of the 15th Central Committee of the Communist Party of China, the municipal party committee and government of Hangzhou proposed the requirement of 80% of the restructuring of state-owned enterprises in 2000. In the past year, due to solid and meticulous work and a flexible and diversified form, substantive progress has been made in the reform of the property rights system and employment system for state-owned enterprises.
