该文以元谋干热河谷侵蚀沟谷——绿豆箐小流域有偿投入开发治理为例，分析了该治理模式的经济、生态及社会效益，讨论提出了有偿投入开发治理小流域的五个条件：（１）效益高，贷款尝还有保障；（２）群众基础好，社会稳定，社会主义市场机制建立，法律健全；（３）投入资金来源稳定可靠；（４）科学技术有储备；（５）管理工作正规化和法律化。根据有偿投入开发治理的高效益及条件，建议政府及主管部门尽快出台有偿投入开发治理小流域的政策和法规，以适应社会主义市场经济的发展
In this paper, the compensation, investment and development of the erosion valley - mungbean huntley in Yuanmou dry-hot valley are taken as an example to analyze the economic, ecological and social benefits of the governance model. Five conditions for paying and developing the small watershed are discussed: (1) high efficiency, loan taste and guarantee; (2) good mass foundation and social stability, establishment of a socialist market mechanism with sound laws; (3) steady and reliable sources of funding; (4) reserves of science and technology; (5) Management regularization and legalization. According to the high efficiency and conditions for the development of paid investment, it is suggested that the government and competent departments should promulgate as soon as possible the policies and regulations that they should devote themselves to the development and management of small watersheds in order to adapt to the development of the socialist market economy
