伴随着二十一世纪的钟声，人们已昂首跨入新世纪。２００１年，是新世纪的第一年，也是执行“十五”计划的开局之年。２０００年１０月１１日，党的十五届五中全会通过了《中共中央关于制定国民经济和社会发展第十个五年计划的建议》以下简称《建议》，《建议》共分十六个部分，其中有四个部分涉及到信息产业，并明确提出要以信息化带动工业化。《建议》的第四部分“加快国民经济和社会信息化”专门对信息化建设做了要求，由此可见信息产业在“十五”计划中的重要地位。在即将召开的九届人大三次会议上，将正式讨论通过我国《关于国民经济和社会发展的第十个五年计划》，我国经济和社会未来五年将如何发展将更加明朗。那么，信息产业对“十五”期间的发展做了哪些规划，要做哪些重点工作，建设哪些重大工程，以及“九五”计划完成情况怎样？本刊记者先后采访了信息产业部综合规划司司长戴爽、信息产业部电信规划研究院周建明院长，采访了国家计委高技术产业发展司、国家信息中心的领导以及参与制定计划的专家，他们对此做了全面的分析和详细的介绍。
